H.R. 6460 – Full Markup Committee Meeting

On Thursday, December 18, the House Committee on Transportation and Infrastructure held a Full Committee Markup meeting to hear several legislation proposals for comments and markup before they go to the floor of the House of Representatives for a vote. Among the resolutions considered was H.R. 6460, which has been championed by AMA because we work with Congress to reduce restrictions and increase flexibility of operations for our community. 

Committee Chairman Sam Graves (MS) and Ranking Member Rick Larson (WA) gave a brief introduction of the resolution, emphasizing the importance of recreational model aviation as a hobby and an educational tool before turning the floor to the bill’s sponsor, Representative Tracey Mann (KS). 

Representative Mann spoke about AMA’s dedication to safety focused model aviation, the importance of maintaining and growing interest in model aviation, and how H.R. 6460 corrects previous legislation errors, reducing confusion on operating rules within certain areas of Class E. His comments can be viewed in the video below. 

H.R. 6460 was then opened to the floor for amendments, where it received none and passed the committee. The final day in which congressional offices were open before going on recess for the holiday season was December 18; It is expected that the resolution will be called for a vote on the House floor after Representatives return in 2026. AMA Executive Director Tyler Dobbs was present at the hearing to represent AMA.  

Once the resolution passes the House, it will still need to pass the Senate’s proceedings before being signed into law by the President.  AMA would like to thank the bill’s sponsor, Representative Mann, and the co-sponsor, Representative Sharice Davids (KS), as well as Committee Chairman Sam Graves and Ranking Member Rick Larson for their attention and support of this important matter.
