{"id":4308,"date":"2020-05-22T09:55:38","date_gmt":"2020-05-22T13:55:38","guid":{"rendered":"https:\/\/amablog.modelaircraft.org\/amagov\/?p=4308"},"modified":"2020-05-22T10:05:08","modified_gmt":"2020-05-22T14:05:08","slug":"ama-government-affairs-update-5-22-2020","status":"publish","type":"post","link":"https:\/\/amablog.modelaircraft.org\/amagov\/2020\/05\/22\/ama-government-affairs-update-5-22-2020\/","title":{"rendered":"AMA Government Affairs Update 5\/22\/2020"},"content":{"rendered":"<p><span class=\"s2\">The AMA Government Affairs team continues to work with<\/span><span class=\"s2\"> Congress and<\/span><span class=\"s2\"> the FAA despite the ongoing pandemic.<\/span><span class=\"s2\">We have been able to conduct <\/span><span class=\"s2\">telephone <\/span><span class=\"s2\">meetings <\/span><span class=\"s2\">and participate in <\/span><span class=\"s2\">virtual video conferencing<\/span><span class=\"s2\"> in order to continue our efforts to advocate for the hobby<\/span><span class=\"s2\">.<\/span> <span class=\"s2\">In the past few weeks, we have seen developments<\/span><span class=\"s2\"> that will impact our hobbyist community.<\/span> <span class=\"s2\">Throughout<\/span><span class=\"s2\"> the last year, we have been working with <\/span><span class=\"s2\">clubs in controlled air<\/span><span class=\"s2\">sp<\/span><span class=\"s2\">ac<\/span><span class=\"s2\">e<\/span><span class=\"s2\"> to secure Letter<\/span><span class=\"s2\">s<\/span><span class=\"s2\"> of Agreement (LOA) with<\/span> <span class=\"s2\">local <\/span><span class=\"s2\">air traffic <\/span><span class=\"s2\">control<\/span><span class=\"s2\"> (ATC)<\/span> <span class=\"s2\">facilities.<\/span> <span class=\"s2\">I<\/span><span class=\"s2\">n the last few <\/span><span class=\"s2\">weeks, <\/span><span class=\"s2\">we have been able to get many of the<\/span><span class=\"s2\">se <\/span><span class=\"s2\">mutually agreed<\/span><span class=\"s2\">&#8211;<\/span><span class=\"s2\">upon <\/span><span class=\"s2\">LOAs <\/span><span class=\"s2\">s<\/span><span class=\"s2\">igned<\/span><span class=\"s2\"> and we are happy to see <\/span><span class=\"s2\">that <\/span><span class=\"s2\">this process<\/span><span class=\"s2\"> is<\/span><span class=\"s2\"> progressing more quickly<\/span><span class=\"s2\">.<\/span> <span class=\"s2\">In addition to securing LOAs for our clubs, we have<\/span><span class=\"s2\"> also secured a path<\/span> <span class=\"s2\">for night operations<\/span><span class=\"s2\"> at fixed flying sites<\/span><span class=\"s2\"> in controlled airspace. <\/span><span class=\"s2\">To streamline the LOA process for our clubs, the FAA is working to finalize a LOA checklist that will be used in <\/span><span class=\"s2\">its <\/span><span class=\"s2\">ATC <\/span><span class=\"s2\">manuals.<\/span><\/p>\n<p><span class=\"s2\">We continue to conduct <\/span><span class=\"s2\">Safety Risk Management panels<\/span><span class=\"s2\"> f<\/span><span class=\"s2\">or clubs <\/span><span class=\"s2\">in controlled airspace <\/span><span class=\"s2\">that need to fly over <\/span><span class=\"s2\">the FAA UAS Facility Map altitude<\/span><span class=\"s2\">.<\/span><span class=\"s2\"> The clubs that have gone through this process have been successful <\/span><span class=\"s2\">and are being approved <\/span><span class=\"s2\">for <\/span><span class=\"s2\">their requested altitudes. This process highlights potential <\/span><span class=\"s2\">safety <\/span><span class=\"s2\">risks and result<\/span><span class=\"s2\">s <\/span><span class=\"s2\">in iden<\/span><span class=\"s2\">tifying safety mitigations in order to continue our safe operations.<\/span><\/p>\n<p><span class=\"s2\">We are being told that Advisory Circular<\/span><span class=\"s2\"> (AC)<\/span><span class=\"s2\"> 91-57C will be out for public comment sometime <\/span><span class=\"s2\">soon, and the FAA is working to finalize this AC sometime <\/span><span class=\"s2\">this calendar year. This AC will include <\/span><span class=\"s2\">an outline for <\/span><span class=\"s2\">community-based organization<\/span><span class=\"s2\"> recognition and the recreational Knowledge and Safety test.<\/span> <span class=\"s2\">In addition, we are hearing rumors that the FAA is on schedule for a final rule on Remote ID by the end of the calendar year.<\/span> <span class=\"s2\">Recreational operators had a large impact during the comment period on the NPRM.
