The AMA Government Affairs team continues to work with<\/span> Congress and<\/span> the FAA despite the ongoing pandemic.<\/span>We have been able to conduct <\/span>telephone <\/span>meetings <\/span>and participate in <\/span>virtual video conferencing<\/span> in order to continue our efforts to advocate for the hobby<\/span>.<\/span> In the past few weeks, we have seen developments<\/span> that will impact our hobbyist community.<\/span> Throughout<\/span> the last year, we have been working with <\/span>clubs in controlled air<\/span>sp<\/span>ac<\/span>e<\/span> to secure Letter<\/span>s<\/span> of Agreement (LOA) with<\/span> local <\/span>air traffic <\/span>control<\/span> (ATC)<\/span> facilities.<\/span> I<\/span>n the last few <\/span>weeks, <\/span>we have been able to get many of the<\/span>se <\/span>mutually agreed<\/span>–<\/span>upon <\/span>LOAs <\/span>s<\/span>igned<\/span> and we are happy to see <\/span>that <\/span>this process<\/span> is<\/span> progressing more quickly<\/span>.<\/span> In addition to securing LOAs for our clubs, we have<\/span> also secured a path<\/span> for night operations<\/span> at fixed flying sites<\/span> in controlled airspace. <\/span>To streamline the LOA process for our clubs, the FAA is working to finalize a LOA checklist that will be used in <\/span>its <\/span>ATC <\/span>manuals.<\/span><\/p>\n

We continue to conduct <\/span>Safety Risk Management panels<\/span> f<\/span>or clubs <\/span>in controlled airspace <\/span>that need to fly over <\/span>the FAA UAS Facility Map altitude<\/span>.<\/span> The clubs that have gone through this process have been successful <\/span>and are being approved <\/span>for <\/span>their requested altitudes. This process highlights potential <\/span>safety <\/span>risks and result<\/span>s <\/span>in iden<\/span>tifying safety mitigations in order to continue our safe operations.<\/span><\/p>\n

We are being told that Advisory Circular<\/span> (AC)<\/span> 91-57C will be out for public comment sometime <\/span>soon, and the FAA is working to finalize this AC sometime <\/span>this calendar year. This AC will include <\/span>an outline for <\/span>community-based organization<\/span> recognition and the recreational Knowledge and Safety test.<\/span> In addition, we are hearing rumors that the FAA is on schedule for a final rule on Remote ID by the end of the calendar year.<\/span> Recreational operators had a large impact during the comment period on the NPRM. We have heard that there we<\/span>re many identified issues<\/span> with the rule\u00a0<\/span>that will need better solutions<\/span>,<\/span> which<\/span> includ<\/span>e<\/span> cost, broadcast abilities and FAA Recognized Identification Areas. <\/span>Again, thank you to everyone who comment<\/span>ed<\/span> on the NPRM. <\/span><\/p>\n
