{"id":3473,"date":"2017-06-23T23:25:25","date_gmt":"2017-06-24T03:25:25","guid":{"rendered":"https:\/\/amablog.modelaircraft.org\/amagov\/?p=3473"},"modified":"2017-06-26T11:05:22","modified_gmt":"2017-06-26T15:05:22","slug":"congress-drafting-legislation-for-model-aircraft","status":"publish","type":"post","link":"https:\/\/amablog.modelaircraft.org\/amagov\/2017\/06\/23\/congress-drafting-legislation-for-model-aircraft\/","title":{"rendered":"Congress drafting legislation for model aircraft"},"content":{"rendered":"<p>The\u00a0U.S. House of Representatives and the U.S. Senate\u00a0this week\u00a0released proposed legislation for FAA reauthorization.\u00a0We are pleased to share that both\u00a0bills preserve\u00a0the Special Rule for Model Aircraft\u00a0and even\u00a0contain\u00a0some of the new\u00a0provisions AMA has been advocating for to further protect our hobby.\u00a0 And while the Special Rule remains in both bills, there are areas of concern that we will continue to address with Congress.<\/p>\n<p>As you may know, the Special Rule for Model Aircraft was passed in 2012 and allows community-based organizations\u00a0(CBO)\u00a0like AMA to continue managing our community of hobbyists without unnecessary government regulation.<\/p>\n<p>As we shared on our blog yesterday, the\u00a0<a href=\"https:\/\/transportation.house.gov\/uploadedfiles\/shuste_004_xml.pdf\">House version of FAA reauthorization<\/a>\u00a0provides a clear definition of a\u00a0CBO\u00a0and tasks the FAA with developing a process for recognizing CBOs, both items we asked the House to include. In addition, the bill expands the protections of the Special Rule to allow model aircraft to be used as a teaching tool for science, technology, engineering\u00a0and math\u00a0(STEM), as well as aeronautics.\u00a0\u00a0Throughout the weekend and into early next week, we will continue to\u00a0petition refinements to the bill.<\/p>\n<p>The\u00a0<a href=\"https:\/\/amablog-modelaircraft-org.s3.us-east-2.amazonaws.com\/wp-content\/uploads\/sites\/2\/2017\/06\/Senate-Bill-FAA-Reauth-june-22-2017.pdf\">Senate version of\u00a0the\u00a0FAA reauthorization\u00a0bill<\/a>\u00a0will\u00a0require a little more effort,\u00a0and we are\u00a0working\u00a0with the Senate to improve it.\u00a0\u00a0We believe it is important the Senate\u00a0adopt language\u00a0similar to\u00a0the House to define CBOs\u00a0and\u00a0create a\u00a0path to identify CBOs.\u00a0\u00a0However,\u00a0we are glad that\u00a0the Senate included\u00a0the Special Rule for Model Aircraft and created carveouts for\u00a0CBOs. We are still early in the legislative process, but things can move quickly. At\u00a0some point, we may need your help advocating\u00a0to\u00a0members of Congress to support these changes.
